The horn is a simple electric unit behind the front grille or bumper, but it lives in the path of road spray and fails often. We confirm the horn itself is dead (and not its fuse, relay, or the steering wheel contact), replace it, and verify a full, clean tone. A working horn is required to pass New York State inspection.
